How much will it cost me to replace a valve (proportioning) on a 2003 Kia Spectra? I have not visited the dealer yet, but need to gather some info before i take my wife's car to them.

Kia Spectra......! When and which market Kia launched this car, never heard of it. And moreover dealer here in Dubai might not help very much if its non gcc specs. You might be lucky if Kia has same car with different name in UAE for sourcing the parts or competent labor.

Its better to sell this car as it is and get another one as no matter how much you spend in this car you will never get it back. So don't hold the dying car and just move on with another gcc model replacement that can give you hassle free ride and plus good resale whenever you want to sell it afterwards.
