why is the cooling and heating working only passenger side

i have heard of a similar situation on my friends car when he changed the AC filter and there was some sort of blockage which he then serviced the AC and it was good to go. -
What dose RTV silicone sealer mean? my mechanic wants to use this to stop the engine oil leaking. thanks.
