Seat belt of my 2002 Hyundai goes only half way why?

the tensioner was changed and now again same thing happening. changing the belt is expensive what should i do -
2002 Hyundai Accent is having seat belt trouble. When i pull it, it only goes half way down. how do i repair this problem?
