They have had the similar Road star program here for many years now. Dunno if its still active. Where am unmarked car follows a random car for 10-15 minutes and if the person drives perfectly following all rules, he is pulled over and awarded I think 5000 cash on the spot. 

Abu Dhabi had something similar but I think it was on 1000dhs
