is it true that to modify your RR you need a RTA approval?

It depends on what level of mod you are thinking.

lights, roof rack, winch no approval needed.

Engine, metal bumper change, color change u need RTA approval.

Buying a Defender and Modifying it was a betting thing to do rather then IN Range Rover.

Rang Rover is more of a on road car and Defender is offroad so it depends on how you want to modify or rather what.
