If car under warranty, better to show to dealer before its too late. They might do free touch up or repaint. Its a sign of poor quality paint job, which is rare to see coming from agency.

Get computer checked, this is very sticky issue and appropriate diagnostic is required. Spending 200 in diagnostic is better than spending 1000 in experimenting.

Its no big job, but you got to be carefull with ripping dash. Use your brain more than muscle as there will be plenty of screws and clip and nothing shud use ur muscle force, all techniques. If you cant reach hazard dont force and see qualified technician. If you cant succed, see dash while lying down on car floor and you will see some screws that you havent seen before.

Go to satwa window tinting guys and ask them to open window bottom cover and check for any blockage. If you hear motor working and also putting slight load on battery that means its fine, window pane must be blocked from inside.
