If noise was negligible and no loss in power when car is warmed, i would advise ignore it. As when engine starts it takes few seconds to lube all parts inside the engine at optimum temp of engine oil which is normal. -
Start with the fuses check first. Then check the wiring and see if all power comes from battery and goes to alarm system. If it is, then its a faulty alarm system as there is nothing in between. Good luck and report what happened.

Noise form the power steering is coming.

if you are confident abt the pulley then get it changed however the noise can be from power steering belt. Its a age thing of the belt which has to be changed. For checking if its belt or the pulley, spray some wd40 on belt inside grooves and see if squeaking noise disappear, then change the belt not the pulley. -

Exhaust could be chocked, Air filter must be chocked, spark plugs are dying, engine oil is due for changing. Either of one or more can casue your car to run rough.....!
