my Honda HRV is not shifting to 4 wheel

there is a new problem with my HRV i have the rear tires that get locked for a min, i have to switch the car off and on again and then its working. why is this happening -
gear of the car is not changing to 4 wheel drive any one can please tell me what is causing this and how or what i can do to fix this?
