why the headlights are not working after i changed the fuse?

i agree toyota parts are one of the most reasonable parts/ -
in the instruction the fuse no 4 is for the headlights so i change it as the headlights were not working but even after i changed it its still not working. anybody can please tell me why as this was the last thing to change.
