if you have a export number plate that is usually valid for 3 days and then go to RTA get the car transferred to your name then i dont see problem.

Just with quick google search it seems your Scirocco has fuel filter. Best way to find out is go under the car and somewhere near rear wheel (left or right) and between fuel tank, there will be small plastic part stick to chasis with nice clamp. That will be getting one fuel line (thin metal tube) from fuel tank, and other fuel line going towards the engine. Your doubt was right as in some cars fuel filter is sitting inside the fuel tank or inside the fuel pump, but that's not the case in your car. Give a call to parts shop with your chasis number and ask for fuel filter, if they have one then this doubt is 100% clear.

If its jumping while gear shift then it could be gearbox issue. If not only while D to N or P then it must be engine foundation. If you are saying it jerks three time and if jerk intensity lower at third time then its engine mounting confirmed. Get the engine mounting visual check by any mechanic and you will come to know. These diagnostic enoc eppco boys can do for free.

The latch may have broken get down and check it.

check the fuel line for blockage.
