where is the fuel pump located?

I'm not too sure but i think in A6 fuel pump is outside the fuel tank. Go under the car and check any small black cylindrical divice next to the fuel tank. -
Buying a 2004 A8, any advice with service?

If its non gcc specs, then you must get it check with al nabooda first and see what all things you need to change as per gcc specs. Like: radiator, thermostat or HVAC system changes if any. Al nabooda can also inspect and tell you what all things is due for change too in terms of mechanical and technical issues. -
What atulya might have pointed is for less insulation in soft top make AC less effective in peak summers in Dubai and also have wind noise on hi speed.

What should i look in S8 before buying

Check the ABS block before you buy. Drive on hi speed and try hard braking and see ABS should kick in and give that jittery affect to hold your car straight and not skid either ways. In older S8 thats a kind of part that fails first. Happened this with my colleague last summer and costed around 14000 dhs to fix it. -

I dont think RTA will allow anyone pictures or stickers on car. For changing color as well you need Dubai Police permission from HQ near al mulla plaza. Choice of color i can suggest is Burgundy with High Gloss finish looks awesome.

Should i change the brakes or wheels?

You can visually check the thickness (remaining life) of brake pad and brake disc. If its too low or closer to finishing stage better get it change. But in your case it seems brake booster or the brake caliper/piston seems culprit as brake pedal depresses more than usual to hold the brake. Next time while driving, just pump the brake pedal couple of times and then apply brake to see if it hold faster or its still same. If after pumping, brake hold faster then that means brake booster has an issue: leaking Oring, less brake fluid, or dying itself. Better get second mechanic opinion as it seems your current mechanic knows the secret about your deep pocket and want have his share. Wheels are having no relation with your brakes at all. -
If it turned black, then its most likely time to change it. If it turned light color with sticky feeling then probably coolant is leaking inside the engine oil chamber due to head gasket leaking. In this case check the coolant and if it turned milky white color or close to it then for sure head gasket is leaking. Get it fix asap before car overheat and warp the head.

Check to see if air filter box is closed tightly. Secondly check if AFM air flow meter is plugged properly on air filter box neck. Either of these two preventing car to run smoothly, as it disturb the air intake setting and fuel burn rich and leave plenty of white smoke and carbon. Your exhaust tip must have turned carbon black too from light grey.

You can actually get very decent price original spare parts in Sharjah on BM road. Right behind shj city center. Drive around to see the shops that deal in Audi spare parts and dont forget to bargain.

It some the relay isnt working and bypassing the circuit. Check the brake light relay. -
my engine is not turning

Jump start the car and if it starts and remain running after external support that means battery was weak. Drive for few hrs and restart the car to see if its starting or not. If it doesnt restart, battery is dead beyond any chance of getting charged. If it doesnt start at all with jump start, then i would doubt on starter relay and then starter itself. -

There are number of good garages are there in Al quoz area. Just drive around and see who has VAG (Volkswagen, Audi) board and ask them. While SZR take left from 3rd interchange and drive paralel to SZR until MOE backside you will find plenty of decent workshop and not too expensive too.
