Basicaly the surface of the rotors is thesurface where the brake pads are pushed when somebody applies brakes. So when you apply brakes, the brake pads get in touch with the surface of the rotors. Since the suraface of the rotors is not smooth, the connection between the pad and rotor is still there. When this happens, you still feel brakes, even when take off your foot from the pedal.
