Car renewal in Dubai

My car is due for renewal. Its Dubai registered. Do I have to clear the fines to renew the registration of the car? Last year when the fine discount was going on my car was registered without paying fines. Is it still on or has it gone back to the old system of clearing all fines?

As far as I know, you will have to clear all your fines to renew your car registration.
