do both break pads need to be changed at the same time

ONE OF THE BREAK PADS HAVE TO BE CHANGED AS BY THE MECHANIC AND HE SAID THE OTHER ONE IS GOOD TO GO BUT IT IS BETTER TO CHANGE BOTH TOGETHER IS THAT SO???
