preventive measures for tier burst

Today i hear that there was a major accident due to tier burst which is common in summers

what are the list of things that should check my tiers to prevent something like this.

Check the tire pressure at least once a week,

look for sidewall cracking and if its too many cracks change the tire,

look for remaining tread is good enough for road grip if not buy new tire,

check for date of manufacturing shudnt more than 3 years.
