Seat belt of my 2002 Hyundai goes only half way why?

2002 Hyundai Accent is having seat belt trouble.

When i pull it, it only goes half way down.

how do i repair this problem?

Change the seat belt pretensioner, as it must be stuck or broken.

the tensioner was changed and now again same thing happening. changing the belt is expensive what should i do
