Take it back to the mechanic and have the wheel bearing checked, keep in mind to get the inner CV checked
as well as that there is no brake fluid loss,

You cant replace cylinder as its a part of whole block. Instead you replace or clean valve, injectors, lifter/rockers because of which cylinder isnt firing.
Oil burning in combustion chamber means that the piston rings are worn out and not sealing the oil and combustion chamber enough. I personally dont know any shortcut to fix other than changing the piston ring itself. Delay might severe the case, so dont drive for sure. Piston ring change is opening full engine apart to reach rings and its a very specialized job so only seek a qualified technician.
Raise the wiper and flip wiper perpendicular to metal strip and then slide the black plastic out (its a clip lock so u gotto use minus screw driver to open plastic lock) and remove the old wiper and fit new one and slide same plastic in and hear click noise of locking and walla.
Looks like previous owner fitted bigger tire than the OEM size. Check OEM size and get new tires if your present tires is bigger.
If its same, then show to mechanic and ask him to lift the car up and you steer left and right to see what part is rubbing. Get it check soon, it may be serious if its rubbing in OEM size tires.

Dont bother yourself, as every car painter in the world removes the whole old paint and rust by scrubbing with sand paper otherwise new coat wont set in properly.
