electrical problem

i am having a major issue with the electrical part of my 1998 Accord that is All dash gauges had stopped working which also included the power windows.

so i have changed all the fuses controlling them but no luck

Check all the relays now for clicking noise, if not fuses then it must be 100% relay issue as there is nothing else after that and so many things cant fail at same time.
