I guess should be around 300, better see emarat eppco guys and get current quote. As last i heard from my colleague that all tires prices have shot up by suppliers due to some scarcity of rubber in last 3 months.

Better show to other mechanic at nice place who can actually check the suspension and its foundations, bushes etc carefully instead of our dear Juma al majid EXTRA CAPABLE technician. Its always a good time to start changing suspension parts after 50k, so even if you like to start changing the shocks first that would also get you more clarity and next attempt you can target other area.

Hankook is good, bridgestone, dunlop, michelin is also makegood tires. Michelin being most expensive, then comes Hankook, then bridgeston and last is dunlop in pricing.

Flip up wiper, then swing blade to middle and remove the center plastic clip. It will remove the blade then you can fix new one and put center plastic part back again in same way. 5 mins job.

Rather than guessing, better get computer testing done with good mechanic it might cost 100 - 200 but it will save lot in hit an trial.

Indeed its normal, as when you shut down your engine your engine is still hot and fan need to continue for couple of seconds on battery power to cool it down to bring it on to normal operating level. This seems like newer feature added, as engineer thinks when u shut down car and engine is hot and if you start again immediately so start up temp should not be above normal operating temperature (it should be slightly lower) as a safe practise.
