Usually its better of changing all four at one go, to save the time and hassle of doing it again and again. This implies when car and shocks are old and one shocks failure signify that other shock will be failing soon. Its better to change al four.

However, if your car or shocks are relatively new (within 5 years) then change the one that is busted.
