why is the seat belt jammed?

Bought a polo2010 the seat is not going back or forward. how do you guys think i can fix this.

pull the latch and the seat is free to move either back or front to lock the seat you will have to push the seat with your back....

its a silly way to lock the seat. dont know if they use the same mechanism in newer models.
