  1. You can visually check the thickness (remaining life) of brake pad and brake disc. If its too low or closer to finishing stage better get it change.

    But in your case it seems brake booster or the brake caliper/piston seems culprit as brake pedal depresses more than usual to hold the brake. Next time while driving, just pump the brake pedal couple of times and then apply brake to see if it hold faster or its still same. If after pumping, brake hold faster then that means brake booster has an issue: leaking Oring, less brake fluid, or dying itself.

    Better get second mechanic opinion as it seems your current mechanic knows the secret about your deep pocket and want have his share. Wheels are having no relation with your brakes at all.

  2. If it turned black, then its most likely time to change it.

    If it turned light color with sticky feeling then probably coolant is leaking inside the engine oil chamber due to head gasket leaking. In this case check the coolant and if it turned milky white color or close to it then for sure head gasket is leaking. Get it fix asap before car overheat and warp the head.

  3. Jump start the car and if it starts and remain running after external support that means battery was weak. Drive for few hrs and restart the car to see if its starting or not.

    If it doesnt restart, battery is dead beyond any chance of getting charged.

    If it doesnt start at all with jump start, then i would doubt on starter relay and then starter itself.
