Why my 1999 Discovery is not engaging the clutch?

I am unable to engage the clutch when the car is running.

But when the engine is off and i select the gear clutch pedal depresses and my car jumps ahead a little as if it is being started in gear.I've got the clutch master and slave cylinders checked and looks good.

I will be thankful to any feedback

Do u have pressure on the pedal?check if the slave is operation with the pedal being pushed.
