Whats this "panel filter" used for?

Is this normal air filter replacement in engine bay???

Absolutely!!! Its a life time filter!!! All u have to do is remove it and wash it, dry it and put it back in! It does add a bit of performance to the engine!! And overall driver satisfaction!! The main reason I'm selling it , is cause I've installed a cold air intake on my car!
